From 2016 to 2018, then-Sergeant Biggs supervised Officer Taylor, who faced multiple disciplinary actions for performance issues, including report inaccuracies and disregarding direct orders. Biggs identified 27 instances where attempts were made to assist Taylor with his deficiencies. Despite these efforts, Taylor continued to struggle, leading to a performance improvement plan and a one-day suspension without pay in 2020.
