Officer Jean Hotard was involved in a May 24, 2021, incident where Alexander Clark, a 67-year-old Black man, was illegally seized, searched, and subjected to excessive force. Hotard and another officer detained Clark without cause, conducted multiple searches without a warrant, and used excessive force resulting in serious injuries. A lawsuit alleges racial targeting and unconstitutional policing practices by Hotard and the department.
