Salt Lake City Police Detective Jeff Payne was fired in 2017 after he arrested nurse Alex Wubbels for refusing to allow an illegal blood draw from an unconscious patient. Body camera footage of Payne roughly handcuffing the compliant nurse sparked national outrage, and Salt Lake City later paid Wubbels a $500,000 settlement for the incident.
