Appointed as police chief in 2008, Hankla faced multiple allegations of misconduct, including sexual harassment and favoritism. Dispatchers Karen Mills and Annette McLaughlin reported inappropriate behavior and sexual comments. Dispatcher Carole Welsh alleged that Hankla repeatedly asked to see her breasts, including on her final day of work. Lieutenant William Mills claimed Hankla filed false reports about his work and favored certain employees. These allegations led to a lawsuit against Hankla and the City of Hoonah, which was dismissed by the superior court but later appealed.
