On May 6, 2016, Officer Hulshof, along with Officer Coltharp, responded to a domestic disturbance call at the residence of Lori Ann Carron. Despite being informed that the situation had calmed and no serious injuries were reported, Hulshof proceeded to the scene. The officers allegedly used excessive force during the encounter, resulting in Carron sustaining injuries including a broken rib, facial injuries, and a concussion. A federal lawsuit was filed against Hulshof and Coltharp, alleging excessive force and civil rights violations. The town settled the lawsuit by paying Carron $60,000. Additionally, the incident led to the police department updating its policies to comply with the Americans with Disabilities Act and implementing additional training in interacting with individuals with mental health disabilities.
