    In January 2010, Officer Jeremy Welker was involved in a domestic altercation with his wife, Michelle, during which he allegedly head-butted her in the face. This incident followed a previous domestic battery report in September 2009, for which he received a 30-day suspension and was required to participate in an employee-assistance program. After the 2010 incident, the City of Decatur terminated Officer Welker’s employment. An arbitrator initially ruled for his reinstatement with a 45-day suspension; however, this decision was overturned by the trial court, which upheld his termination, citing a strong public policy against domestic violence and untruthfulness among law enforcement officers.
