In 1983, Chief of Police Jim Joiner reported that town council members had purchased tires through the Town’s account for personal use, obtaining a discount. After reporting this misconduct, Joiner faced salary reductions and was subsequently terminated. He filed a lawsuit alleging deprivation of property without due process and violation of free speech rights. The jury awarded him $100,000 in damages, plus additional compensation for lost wages and benefits.
