Officer Joel Belgard conducted an improper public strip search of Ronnie Reed in September 2022. Belgard, along with Officer Nicholas Hackley, forcibly removed Reed’s pants and underwear on a public street without finding any drugs. This action violated both Florida statutes and Jacksonville Sheriff’s Office policy. Belgard received a written reprimand for the incident.
