In October 2013, John Gerald Shiew, a civilian employee of the Carbon County Sheriff’s Office, was arrested on multiple charges, including rape, aggravated sexual assault of a child, child abuse, enticing a minor, contributing to the delinquency of a minor, and furnishing alcohol to a minor. Shiew had previously worked as a corrections officer but was fired in 2010 after his peace officer certification was suspended for three years due to lying during an administrative investigation into a sexual relationship with a woman under family drug court supervision. Following his 2013 arrest, Shiew was placed on unpaid administrative leave, and an internal affairs investigation was initiated.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
