On September 20, 2019, Officer Jonathan Rogers pulled over Dr. Stephen Brennan for failing to dim his high beams. During the stop, Brennan exited his vehicle and approached the officer’s cruiser. Despite commands to stop, he continued, leading Rogers to release a police dog. Brennan sustained multiple puncture wounds and other injuries. He was arrested for allegedly refusing to submit to arrest or detention. A subsequent lawsuit resulted in a $325,000 settlement for Brennan.
