    In 2020, Officer Jose Garcia was involved in the fatal shooting of Desmond Franklin while off duty. The Civilian Police Review Board (CPRB) voted 4 to 3 to recommend discipline for Garcia for failing to identify himself as a police officer during the encounter. However, the city delayed issuing discipline, and Garcia retired before any action was taken. This case was one of several cited in a lawsuit by a former police misconduct investigator who alleged that the city obstructed investigations into police misconduct.
