In 2009, Deputy Jose Mendez engaged in sexual misconduct with a female inmate, identified as Ms. Graham. Mendez and another deputy, Jefferies, entered the inmate’s cell and engaged in sexual acts. Both deputies were terminated immediately after admitting to the misconduct.
