    On June 29, 2017, Officer Carns executed a precision immobilization technique (PIT) maneuver to stop a vehicle occupied by Marta Sanchez, Stephanie Lopez, and Dominic Martinez. Following the maneuver, he fired multiple shots into the vehicle without giving a warning and without being in imminent danger. This resulted in severe injuries to the occupants, including the death of Stephanie Lopez. A civil rights lawsuit was filed against Officer Carns and other officers involved, alleging excessive force and constitutional violations.
