Investigator Joseph Huff, part of the internal affairs team in 2009, identified significant misconduct within the department, such as officers misusing time and resources, and failing to discipline those who used excessive force. After bringing these issues to light, Huff experienced retaliation from the department’s leadership, including demotions and negative evaluations. This led to a federal lawsuit, resulting in a $189,000 settlement in 2012.
