Officer Joshua Mena was involved in a use-of-force incident on October 14, 2019, where he was recorded kneeing and punching Freda Gilmore, a Black woman with special needs, during an arrest. An internal review found Mena’s actions aligned with department policy, and he was reinstated after administrative leave.
