Officer Justin Gilliland was present during the 2014 incident where T.D.H. was tased multiple times while experiencing a seizure. Despite being in close proximity and having the opportunity to intervene, he did not act to prevent the excessive use of force. The court denied him qualified immunity for his failure to intervene.
