On October 31, 2017, Officer Roehrich conducted a traffic stop involving Phillip E. Smith. During the incident, Roehrich allegedly used excessive force by grinding his knee into Smith’s back and stomping on his shoulder blade, resulting in a broken clavicle that required surgical repair. Smith filed a lawsuit alleging violations of his civil rights, including excessive force and unlawful search and seizure. The case proceeded to service of process. [Source: Smith v.
