Officer Spencer filed complaints in 2023 alleging that Lieutenant John O’Neil sexually harassed her by meeting alone and pulling a chair close so their legs would touch. She also claimed that O’Neil tracked her with GPS and isolated her by suggesting that other officers disliked her. Investigations into her complaints concluded that there was insufficient evidence to support her allegations.
