    From July 2018 to 2021, then-Sergeant (now-Lieutenant) Miller supervised Officer Taylor, who had ongoing performance issues. Miller, along with other supervisors, attempted to correct Taylor’s deficiencies through counseling and disciplinary actions. Despite these interventions, Taylor’s performance did not improve, resulting in further disciplinary measures, including a performance improvement plan and suspension.
