Lieutenant Keith Kantor was present during incidents of racial harassment directed at Officer Anthony Brazzle between 2006 and 2008. He attended a safety presentation where derogatory comments were made about ‘Rodney King-ing’ Mr. Brazzle but failed to intervene or address the behavior. This lack of action contributed to a hostile work environment, leading to a lawsuit filed by Mr. Brazzle against Washington City in 2009. The case, Brazzle v. Washington City, was documented in 2013.
