In October 2022, detention officer Kelvin Fugate was investigated by the OSBI for sexual battery involving unlawful cavity searches on three inmates. Video evidence reportedly showed Fugate leading the victims into a shower one at a time, using the same glove on each, and performing cavity searches in a sexual manner. One victim alleged Fugate also fondled his genitals. After the searches, Fugate allegedly stated, ‘that just made my night guys.’ Fugate and his superior, Keith Earls, reportedly attempted to bribe a victim to drop the complaint.
