In May 2001, Officer Kevin Pendergast stopped Jean Philippe Barros, a person of Cape Verdean descent, for not having a Rhode Island inspection sticker on a vehicle with Missouri license plates. Despite acknowledging no basis for the stop, Pendergast demanded Barros’ license, registration, and proof of insurance. Barros was cited for not having registration and insurance, though both charges were later dismissed. The ACLU filed a lawsuit alleging racial profiling, which was settled in 2005 with the Town agreeing to pay Barros $10,500 without admitting wrongdoing.
