In March 2016, inmate Strong reported that Officer Wilson had sexually harassed him on January 16, 2016, by making inappropriate comments and gestures. Following the complaint, Wilson allegedly retaliated by denying Strong access to contact his family and attorney after the death of his daughter in October 2016, and misinforming him about a furlough request to attend the funeral. These actions led to a lawsuit filed by Strong against Wilson and the Outagamie County Sheriff’s Department.
