Officer Lawrence Briggs used excessive force in stopping and arresting 54-year-old Verdel Hogues for possessing a small amount of marijuana. Briggs tackled Hogues, who had repeatedly stated he was disabled, causing him to scream in pain. The city paid Hogues $210,000 to settle a lawsuit related to the incident.
