Served as Oakman’s magistrate and was rehired on July 26, 2010. Issued arrest warrants for former police chief Hubert Woodard on charges including obstruction of government operations, theft of property, and disorderly conduct, based on complaints by John Wilson. The legitimacy of these warrants was later challenged in court, with allegations of lack of probable cause and potential misconduct in their issuance. The charges against Woodard were ultimately dismissed. Welch’s actions were central to a lawsuit alleging malicious prosecution and other claims.
