In 2023, Lieutenant Kelly Kent was demoted to sergeant after failing to act on information regarding a correctional officer’s sexual misconduct against an inmate at the Santa Cruz County Jail. Kent appealed the demotion to the Santa Cruz County Civil Service Commission, which reinstated him as a lieutenant with a three-day suspension. The County and the Sheriff challenged this decision, and the trial court found that the Commission had abused its discretion, ordering it to set aside its decision and issue a new one consistent with the evidence supporting demotion.
