In May 2022, Lieutenant Cooper was involved in the restraint and transportation of a detainee under conditions that led to allegations of excessive force and cruel treatment. The detainee was left restrained for extended periods without access to basic necessities, resulting in severe pain and suffering. A lawsuit was filed alleging constitutional violations due to these actions. The case is detailed in Williams v. Yuma County, CV 22-01163-PHX-MTL.
