On November 8, 2022, Lt. Powell approached a parked individual at the Wilson Canyon Rest Area, demanding identification without reasonable suspicion of criminal activity. He proceeded to question the individual and ordered them to leave the rest stop, despite the individual being homeless and having no alternative shelter. This incident led to a Fourth Amendment claim against Lt. Powell for unreasonable search and seizure.
