In October 2013, Lt. Tom Davidson was involved in an incident where he pushed Nicholas Kincade, a man in a wheelchair, causing him to fall out. The incident was captured on dashcam video. Kincade filed a lawsuit alleging violations of his constitutional rights and the Americans with Disabilities Act. The case was settled in 2015 for an undisclosed amount. Davidson was suspended and demoted following the incident, although the police chief had recommended his termination.
