Between February and June 2003, Officer Miranda, serving as a supervisor, made unwelcome comments and advances towards a female officer, including attempting to kiss her. After the officer reported the harassment, an investigation led to Miranda’s termination on October 16, 2003. However, following a grievance proceeding, an arbitrator awarded Miranda reinstatement with a demotion in rank and a reduction in pay.
