Officer Matthew Luckhurst was fired in 2016 after admitting he placed feces in bread and gave it to a homeless man as a ‘sandwich.’ In 2019, an arbitrator reinstated Luckhurst by reducing the punishment to a five-day suspension, citing a state law that bars discipline for conduct outside a 180-day window. A month after the initial incident, Luckhurst was fired again for defecating in a women’s restroom at a police facility and smearing a brown substance on a toilet seat as a prank.
