In March 2017, Officer Matthew Rhodes fatally shot Luke Stewart, an unarmed Black man, during an encounter. Rhodes approached Stewart, who was asleep in his car, and attempted to remove him. A struggle ensued, and Rhodes shot Stewart, claiming he feared the car would crash. The Stewart family filed a federal civil rights lawsuit, resulting in a $4.4 million jury award in 2021. Despite the incident, Rhodes was promoted to sergeant.
