In March 2018, Lieutenant Michael Babcock engaged in a loud and disruptive verbal altercation with Parking Control Officer Dorothy Crowley regarding previous incidents of vandalism she had reported. The exchange, which took place in the Traffic Bureau, was audible to other employees and led to Crowley leaving in tears and subsequently being placed on administrative leave. An internal investigation concluded that Babcock violated the department’s code of conduct concerning courtesy. As a result, he received a letter of reprimand and was transferred from his day shift in the Traffic Bureau to a night shift in the Patrol Division.
