On March 14, 2017, Officer McClain struck Chester Stabenow multiple times during an arrest after Stabenow became physically resistive. The internal review determined the use of force was within state guidelines but not consistent with the department’s high standards. McClain resigned following the review. The City of Eau Claire’s insurance carrier settled a federal civil rights lawsuit filed by Stabenow for $325,000.
