Retired Captain Michael Solan was implicated in a civil rights violation case stemming from a 1980 rape and robbery. In 2019, a federal jury awarded James Hill Jr. $25.5 million, finding that Solan had withheld exculpatory evidence during Hill’s 1982 trial, leading to a wrongful conviction. Hill’s conviction was overturned after 17.5 years in prison.
