In March 2014, Michael Spears, a former Yell County sheriff’s deputy, was involved in an incident at the Yell County Juvenile Detention Center where a 13-year-old boy’s arm was severely fractured. Spears was charged with second-degree battery in July 2015. The incident highlighted the use of excessive force and improper restraint techniques at the facility.
