In December 1998, Officer Mike Jarrell was terminated for repeatedly and unnecessarily spraying an unarmed prisoner with pepper spray in a municipal jail cell, constituting improper and excessive use of force. Jarrell and the Fraternal Order of Police filed a grievance, which was denied. The FOP declined to pursue arbitration on his behalf. Jarrell sought review of the termination, but the trial court granted summary judgment in favor of the City of Midwest City, affirming his dismissal.
