In May 2020, several officers, including Thomas Dwayne Jones, Kap Keller, Alyssa Dulen, Ryan Moore, Jeffrey Albert Harmon, and Tammy Conley, were involved in an incident leading to the death of inmate Justin Ciccone. The officers allegedly used excessive force, including choking, tasing, and pressing down on Ciccone’s neck and back. A wrongful death lawsuit was filed by Ciccone’s family, alleging misconduct and inadequate handling of a mental health crisis.
