    Chief Norman Wood faced a vote of ‘no confidence’ from the Smyrna Police Department union in 2016 due to alleged leadership misconduct. The union cited his failure to establish a strategic mission, poor communication skills, and inability to inspire and motivate officers. Following the vote, the Delaware Attorney General’s office investigated Wood and the department, identifying concerns that warranted further review by the town’s mayor and council.
