On August 5, 2010, Sergeant Oddie Tribble assaulted a handcuffed arrestee, Charles Shelley, by striking him more than 25 times with a metal baton, causing lacerations and a fractured leg. The assault was captured on video at the Kershaw County Detention Center. Tribble was charged with violating Shelley’s civil rights, found guilty in February 2011, and sentenced in May 2011 to 63 months in prison, three years of supervised release, and ordered to pay $5,109.25 in restitution to the victim.
