In June 2019, Officer Andrew Slawek responded to a mental health crisis involving 17-year-old David Clash-Miller. Slawek wrapped his arms around Clash-Miller from behind, slammed him against a door, threw him onto a couch, choked him, and pressed his hand into Clash-Miller’s face. The incident was captured on home surveillance video and led to a federal civil rights lawsuit. The city of Madison agreed to a $1.1 million settlement in 2022. An internal review found the officers’ use of force was within accepted methods and procedures of their training.
