On September 20, 2022, Officer Arnold fatally shot Ricardo Munoz, a man with a known psychiatric disability, during a mental health crisis. Munoz’s family had previously interacted with the police regarding his mental health issues. On the day of the incident, Munoz’s sister informed the 911 operator of his mental illness and requested assistance in taking him to the hospital. Despite this information, Officer Arnold approached Munoz without waiting for backup and, lacking non-lethal options, used deadly force. A lawsuit filed by Munoz’s family alleges that the city and its police department have a pattern of excessive force and inadequate handling of mental health crises.
