In 2015, Officer Brandon Brooks conducted a traffic stop on Tracy Williams for failing to signal a lane change. During the stop, Williams refused to fully lower his window and exited his vehicle against Brooks’ instructions. Brooks attempted to pat Williams down, leading to a physical altercation. Williams was arrested and charged with resisting law enforcement, but the charge was later dismissed. Williams filed a federal lawsuit alleging false arrest and excessive force. The court granted summary judgment in favor of Brooks, finding that he had probable cause for the arrest and used reasonable force. The case is documented in Williams v. Brooks, 15-1763 (7th Cir. 2016).
