In January 2013, Officer Brett Houlf was investigated for violating the county’s policy prohibiting discrimination, harassment, and retaliation in the workplace. Female corrections officers reported that Houlf made inappropriate sexual comments and touched them inappropriately. One officer recounted that Houlf asked if her breasts were real or fake, and another described him placing his hands on her shoulders despite repeated requests to stop. The investigation confirmed these allegations. Houlf was set to be terminated but resigned before the notice was served.
