In September 2018, Officer Brown responded to a single-vehicle rollover accident by driving at speeds up to 92 mph in residential areas with speed limits between 30 and 45 mph. Despite multiple officers already on the scene, he continued at high speeds, reaching the intersection of North Lamar and Molly Barr at approximately 60 mph. He entered the intersection against a red light at 46 mph, colliding with Patricia Phillips’ vehicle, causing injuries to Phillips and her child. A disciplinary report noted that Officer Brown committed both a safety and policy violation, stating that his actions put himself and the public at risk on a call where multiple officers had already arrived. The Mississippi Court of Appeals found that Officer Brown acted with reckless disregard for public safety.
