In 2015, Officer Campbell arrested Mr. Gadd for allegedly violating a Temporary Protective Order (TPO) by sending text messages to his children. Gadd claimed that Campbell knowingly misrepresented the TPO’s provisions in his police report and withheld exculpatory evidence, leading to Gadd’s wrongful arrest and prosecution. Gadd filed a lawsuit against Campbell and the South Jordan Police Department, alleging malicious prosecution and violation of his civil rights. The case was reviewed by the U.S. District Court for the District of Utah.
