In June 2019, Officer Chad Joswiak was involved in the arrest of 17-year-old David Clash-Miller during a mental health crisis. Joswiak assisted in restraining Clash-Miller, who was slammed against a door and thrown onto a couch. The incident was captured on home surveillance video and led to a federal civil rights lawsuit. The city of Madison agreed to a $1.1 million settlement in 2022. An internal review found the officers’ use of force was within accepted methods and procedures of their training.
