In May 2019, Officer Brooks was involved in an incident where he allegedly used excessive force, resulting in a broken arm for Raymond Taylor Jr. Taylor filed a federal lawsuit claiming Brooks body-slammed him during a traffic stop. The City of Knoxville settled the lawsuit for $150,000 in June 2020, admitting no wrongdoing by Brooks or other officers involved.
