In 2018, Officer Corrow was involved in an incident with Plaintiff Jok, a Black man, which led to allegations of excessive force and racial bias. An internal investigation by the Burlington Police Department concluded that Corrow’s use of force was not unreasonable, unlawful, or excessive. However, the investigation faced criticism for being flawed and biased. Additionally, data revealed that Officer Corrow conducted a disproportionate number of vehicle searches on Black individuals, raising concerns about racial profiling within the department.
