In April 2019, Officer Cory Campbell punched Douglas Kilburn during an altercation at the University of Vermont Medical Center. Kilburn died two days later, and his death was ruled a homicide due to blunt force trauma. The city settled a wrongful death lawsuit with Kilburn’s family for $45,000 in 2021. Campbell was also named in a 2025 lawsuit alleging excessive force resulting in a broken wrist for Isaac Jollie-Coghlan.
